China readjusts the import and export tariff rate of some commodities again

the government has always hoped to change the current situation of international trade by adjusting the import and export structure, encouraging the import of resource-based and high-tech products, and limiting the export of high energy consumption, high pollution and resource-based goods, but it has been slow to take action. This adjustment of import and export tariffs shows that our government has taken the first step to reduce the consumption of resource-based goods

at present, China has not only jumped to become the world's largest consumer of copper, nickel and zinc, but also the increase in the consumption of bulk commodities - the consumption of industrial raw materials, compared with the growth in other parts of the world, is even more surprising. In 2005, the growth of aluminum consumption in China accounted for 50% of the growth of global aluminum consumption, 84% of iron ore, 108% of steel, 115% of cement and 120% of zinc, while the growth of copper consumption was an amazing 307%. In terms of the consumption of steel, cement, zinc, copper and nickel, China's domestic consumption growth in 2005 was in sharp contrast to the overall decline in the rest of the world

the "Eleventh Five Year Plan" clearly stipulates that from now to 2, there are two relevant regulations in China: 1. The Interim Regulations on external insulation system and external wall decoration fire prevention of civil buildings jointly issued by the Ministry of public security and the Ministry of housing and urban rural development in 2009. In 2010, the energy content per unit of China's GDP will be reduced by 4% per year, equivalent to a full 20% reduction in the whole five-year planning period; Economic growth will be driven by improving the efficiency of resource use instead of a large consumption of resources. In the past few years, a series of disturbing questions have been caused by the large consumption of commodity resources. secondly, this is one of the measures taken by the government to change the current export-oriented model

the government also has a deep understanding that the economic growth mode driven by exports and investment cannot be sustained, but it is difficult to implement it. In the 11th five year plan, the government made a commitment to change the mode of economic growth and adjust the composition of China's economic growth in the next five years, from exports and investment to private consumption. Subsequently, a series of consumption stimulating measures aimed at promoting China to move in this direction have been introduced, although these policies have insufficient influence, such as income subsidies to encourage rural consumption, raising the minimum wage standard in Guangdong Province and other coastal export areas, increasing the allocation of national social security system, and supporting the development of labor-intensive service industries, such as retail trade, wholesale, domestic transportation and logistics industries

insiders believe that the government has taken the opportunity to take the first step to change the mode of economic growth under the favorable opportunity of excessive foreign trade surplus causing external economic imbalance

third, the continuous policy will gradually release the pressure of RMB appreciation

it was previously said that when it was learned that the Ministry of Commerce had set a trade balance schedule for the first time, it was believed that this was a demonstration of the government's determination to change the mode of foreign trade growth, and it was judged that a series of policies would be introduced

on September 15, China lowered the export tax rebate rate of some commodities such as coal and textiles. With the rapid growth of consumer market and professional market user groups, it also increased the export tax rebate rate of commodities such as information technology and biomedicine. This tariff adjustment is the continuation of the tariff adjustment on September 15

in September this year, China's trade surplus was US $15.3 billion, which had reached a record high for the previous four months. In August, the trade surplus reached a record high of US $18.8 billion. With the introduction of the "Eleventh Five Year Plan" of the Ministry of Commerce, in order to reduce the pressure of RMB appreciation caused by the expanding trade surplus, the government adjusted import and export tariffs twice. The introduction of these policies will help to continuously release the pressure of RMB appreciation
