Standardize exhibition management and promote the development of packaging exhibition industry

like other exhibitions, packaging exhibitions in China are currently characterized by large number, small scale and poor management. There is a big gap with developed countries in promoting economic development. The experimental standards mentioned above refer to ISO, ASTM, DIN, GB, BS, JIS, etc., which are not conducive to future development. After China's entry into the WTO, the international exhibition approval mode will still be implemented, and it is difficult to implement the record mode in the near future. We should study the problems existing in the current multi head examination and approval of exhibitions, and improve them to promote the maturity of China's exhibition market. It is suggested to establish an exhibition industry organization and implement self-discipline in the exhibition industry. This may be more effective than relying solely on administrative approval

According to statistics, China held 1684 exhibitions in 2000. Among them, there are 753 international exhibitions and 931 domestic exhibitions. The total exhibition area is 12million square meters, which is the sum of the 29 years before the reform and opening up. The average exhibition area of each exhibition is about 7000 square meters. The international exhibition attracted more than 6million visitors and its trade volume reached tens of billions of yuan. The average growth rate of China's exhibition industry in the past 20 years has been nearly 20%. In 2000, the total income of the exhibition industry was about 3.748 billion yuan. Experts predict that in the next 5-10 years, China's exhibition industry will enter a mature period from a growth period, with an average annual growth rate of about%. It is estimated that by 2005, the total revenue of China's exhibition industry will exceed 6.5 billion yuan, bringing various benefits of billion yuan to other industries; In 2010, the scale of the national exhibition market will reach 13billion yuan, with social benefits of nearly 100 billion yuan. The exhibition industry has become a new economic growth point driving China's economic development. It has become another emerging industry after tourism, real estate, finance and media. Among them, the international machine tool exhibition, textile machinery exhibition, metallurgical casting exhibition and international communication exhibition have ranked among the top four exhibitions in the same industry in the world; The international automobile exhibition, international printing technology exhibition, clothing and clothing exhibition, computer exhibition in Beijing, the spring and autumn China Export Commodities Fair in Guangzhou, the international air show in Zhuhai, and the international clothing festival in Dalian have considerable influence and high popularity at home and abroad. Among the national exhibition cities, Beijing, Shanghai and Guangzhou have the most mature exhibition industry

according to statistics, there are more than 230 companies qualified to host exhibitions approved by the Ministry of foreign trade and economic cooperation in China, with exhibition projects every year, with an exhibition area of 100000 square meters. There are 147 exhibition venues nationwide, with a total area of nearly 1 million square meters available for exhibition. Some exhibition halls have corresponding supporting facilities for the exhibition. In recent years, a number of new venues have been built, such as Xiamen, Fuzhou, Chengdu, Kunming, Dalian, Changchun, Nanjing, Chongqing, Haikou, Guilin, etc. In the next few years, Beijing, Guangzhou, Shanghai, Tianjin, Shenzhen, Ningbo and other places will successively build large-scale modern exhibition centers with a scale of 100000 to 200000 square meters, which will greatly improve the level of China's exhibition industry in terms of exhibition hardware facilities and create conditions for holding large-scale exhibitions

II. Overview of packaging exhibitions

according to the incomplete statistics of packaging exhibitions recorded by some media, there were 71 packaging and packaging related exhibitions held in China in 2001 (according to the statistics of the time, name, place, host and organizer of the exhibition), and 88 related exhibitions held in the same period, place and organizer. The number of packaging exhibitions accounted for 4.2% of the total national exhibition volume in the same year, higher than the proportion of the output value of packaging industry in GDP. It shows that holding packaging exhibitions is a hot spot in the exhibition, and packaging is closely related to related industries

in the packaging exhibition, according to the statistics of the host and the undertaker (excluding the supporting and co sponsoring units): 16 government departments, accounting for 23%; 52 associations and industry organizations (including foreign organizations), accounting for 73%; 52 companies (including professional exhibition companies and foreign companies), 73%; There are 5 exhibition hall units, accounting for 7%; There are 7 media units (including newspapers, magazines and networks), accounting for 10%. It shows that in the packaging exhibition industry, government exhibitions are gradually decreasing (compared with information, agriculture and other industries), industry organizations and companies have become the mainstream, and the media (especially professional media) have a high enthusiasm for holding exhibitions

there are 40 exhibitions with "international" or "world" names in packaging exhibitions, accounting for 56%. It is distributed in Xi'an, Beijing, Hangzhou, Guangzhou, Zibo, Nanjing, Zhongshan, Tianjin, Shenzhen, Wenzhou, Shijiazhuang, Shanghai, Chongqing, Dalian, Zhengzhou, Baotou, Taiyuan, Heze, Tongcheng, Changzhou, Shantou, Kunming, Shenyang, Taizhou, Langfang, Wuhan, Dongguan, Yan1, and copper. The tensile strength of oxygen free copper (pure copper) is 245 ⑶ 15n/mm2 in 31 cities such as Taiwan, Fuzhou, Yiwu, Shishi, and Hefei, Among them, 29 were held in hot cities Beijing, Shanghai and Guangzhou, accounting for 41%

the total exhibition time of all packaging exhibitions is 246 days, and the average time of each exhibition is 3.54 days. From the time of holding the exhibition: 0 in January, 4 in February, 13 in March, 8 in April, 6 in May, 4 in June, 7 in July, 4 in August, 6 in September, 6 in October, 10 in November and 3 in December. March is the peak period of holding exhibitions in 2001

among the packaging exhibitions, no one has entered the top ten of the world packaging exhibitions. The exhibition area is only a handful of more than 10000 meters, while the exhibition area of foreign large-scale packaging exhibitions is generally about 200000 square meters. It shows that the current packaging exhibition in China has small scale, poor benefits and small social impact

in order to reduce the number of exhibitions and expand the scale of packaging exhibitions, the domestic packaging industry has made an attempt to jointly organize exhibitions. In 1998, China Packaging Anti-interference Technology Association, the main domestic organization holding international packaging exhibitions, and China National Packaging Corporation jointly funded the establishment of a joint exhibition company, and jointly held international packaging exhibitions with China National Packaging Import and Export Corporation. At the same time, it also co hosted the international packaging exhibition in China with the exhibition agency Duesseldorf of Germany and the Italian packaging machinery manufacturers association, which are the organizers of the world's largest packaging exhibition, realizing the joint "Three Kingdoms and five parties", and co hosted the two international packaging exhibitions in 1999 and 2001. Later, the foreign side proposed to terminate the cooperative exhibition mode on the grounds that foreign enterprises were unwilling to continue to participate in the exhibition. Therefore, the cooperative exhibition was stopped. The reasons are both at home and abroad. The sales of foreign packaging machinery, mainly foreign packaging machinery, fell in China, affecting the enthusiasm of exhibitors; The domestic cooperation mechanism has not been solved well. The experience in this area is worth seriously summarizing

III. main problems of packaging exhibition

1. Compared with developed countries, China's exhibition scale is small and its influence is small

more than 4000 exhibitions are held in the world every year, of which more than 80% are held in economically developed countries, and the direct income of the global exhibition industry reaches 280billion US dollars. Take Germany as an example. Two thirds of the 210 most influential professional exhibitions in the world are held in Germany, with a net exhibition area of 7million square meters and 170000 exhibitors, 40% of which are from outside Germany; There were 25million visitors, 20% of whom came from outside Europe. German exhibition halls are as famous as exhibitions in the world. There are 24 modern exhibition halls in Hanover, Frankfurt, Cologne, Dusseldorf, etc., with a total area of 2.5 million square meters and 950000 square meters of outdoor exhibition space, including 9 exhibition centers with more than 100000 square meters. In the past five years, the area and modernization of the German exhibition hall have been continuously improved, and its exhibition hall area has increased by more than 15%. In 1999, Germany held more than 130 cross regional international exhibitions, with 161000 exhibitors, of which foreign exhibitors accounted for 48%. The booth rental area was 6.6 million square meters, with 10million visitors, and the operating revenue was 4.5 billion marks, an increase of 22% over 1997. Italy also has more than 40 exhibition venues, and its Milan International Exhibition Center has an exhibition area of 650000 square meters

after years of operation, many large-scale exhibitions have become a grand event in the industry and a window for the display of new technologies and new equipment. As soon as the scheduled time arrives, exhibitors and visitors from all over the world rush to the exhibition like migratory birds, scrambling to display their latest technology and equipment, and busily looking for the technology and equipment they need. Whoever fails to arrive means that he has withdrawn from the stage of history. As soon as the exhibition arrived, hotels were full, house prices rose, and traffic jams forced many people to live in residents' homes

2. Multi head management, repeated exhibitions, and irregular market order

China implements the approval system for holding exhibitions, but many departments and local governments can approve the holding of exhibitions without unified coordination. At present, there is no exhibition industry association with self-restraint mechanism in China, so the number of exhibitions is large, the repetition is large, the association is small, and the industry price is chaotic, resulting in low-level vicious competition within the industry, making it difficult to realize the optimal allocation of limited industry resources. Each sponsor has its own source, which makes domestic and foreign customers at a loss, and sometimes they have to give up all

according to incomplete statistics, 38% of the overseas exhibition plans in China were not implemented last year, and 20% of the domestic exhibition plans were not implemented

the hotel, catering, transportation and other conditions that provide supporting services for the exhibition are poor, and the arbitrary charges for handling, storage and so on are serious, which often makes exhibitors complain incessantly

there is a big gap between China and foreign countries in terms of the organization of professional visitors, services for exhibitors outside the exhibition, media publicity, etc

IV. problems to be solved

1. Adopt active policies to promote the maturity of the exhibition industry

at present, the domestic exhibition industry is relatively hot, and there are also many problems. Should the exhibition industry be restricted? We believe that we should use the development method to solve the problems in the progress of the exhibition industry and make the exhibition industry mature as soon as possible

first of all, there is still a large gap between the total scale of China's exhibition industry and economically developed countries

in developed countries with mature exhibition industry, the output value of exhibition industry accounts for about 0.2% of its gross national economic output value. At present, the total output value of China's exhibition industry is about 4billion yuan, accounting for about 0.05% of the gross national product of 8.9 trillion yuan. If calculated according to the standards of developed countries, the total output value of China's exhibition industry should reach about 17.8 billion yuan, even if calculated according to half of the standards of developed countries, it should reach 8.9 billion yuan. It should be said that there is still much room for development in the total amount of China's exhibition industry

secondly, the exhibition industry plays a strong role in promoting the development of the national economy. According to industry estimates, if the benefit income of the exhibition itself is "1", the economic income of other industries will be "9". Taking Beijing as an example, among the expenses of exhibitors during the exhibition, the expenses for booth construction, venue rent and exhibition services are about 18%, accommodation expenses are 29%, catering expenses are 10%, transportation expenses are 17%, and personal consumption is 20%. The consumption of exhibitors in retail and entertainment industry is more than 10 times that of local ordinary citizens. There is no calculation here of the huge technological and economic driving effect of the exhibition on the industry

According to the relevant provisions of the general agreement on trade in services and the information released by the Chinese government a few days ago, in the classification of international trade in services formulated by the WTO, the exhibition industry is not among the 142 service trade industries in 11 categories. From the multilateral and bilateral negotiations of China's accession to the WTO, China has not made a commitment to the opening of the exhibition industry after China's accession to the WTO, and the foreign side has not put forward any requirements in this regard. In the future, China will follow its own timetable
